Structure of Parliament

DESCRIPTION
The are five functions that deputies could perform:
- decision making
- ideas generation
- organization work
- territories representation
- ideologies representation

PROBLEM
One person cannot perform all these functions together.

- Decision making and idea generation:
Decision maker should be a "yes-no man". He or she could generate nothing at all. Such a person should see a decision and be responsible for a decision.
- Territories representation and ideologies representation:
There are two completely different things. Territory representative should find a compromise; ideology representative should deal without compromise with other ideologies.
- Organization work:
Organizer such as speaker should  be above territories and ideologies.

DECISION
One-chamber parliament consists of:
- "delegates" - territory representatives
- "advisors" - ideology representatives
- "moderators" - speakers
 
Delegates may vote and may make a speech.
Advisors may make a speech.
Moderators may not vote and may not make a speech.

Moderators are not elected deputies but invited persons.

RESULT
Delegates can be just a decision makers.
Advisors are only idea generators.
Moderators are only organizers.

APPENDIX
Everyone in voting minority have right to speech. Every speech should be added to the voting protocol.
